Building Regulations

Building Regulations are a set of legal requirements for the design and construction of new buildings, extensions and material alterations to and certain changes of use of existing buildings. The primary purpose of the Building Regulations is to provide for good building practice in the interests of health, safety and welfare of people using buildings.

Building owners, designers and builders are legally bound by the regulations and in undertaking works must ensure that the appropriate measures are taken to enable certification of compliance.

As an industry we must meet the demands of changing and more rigorous building regulations. Continuing Professional Development will be of critical and increasing importance as businesses seek to identify and manage the risk associated with these changes.

On the 1st March 2014, new regulations (S.I. 9 of 2014) relating to the commencement and certification of construction works came into effect. For certain building works, the new regulations require that certificates of compliance and other documents must be submitted with the Commencement Notice.

The Department of Environment, Community & Local Government has amended the Building Control Regulations 1997 to 2015 and has introduced the Building Control (Amendment) No.2 Regulations 2015 to provide an option for owners of new single dwellings, on a single development unit, and domestic extensions with an alternative process to submit a commencement notice accompanied by a ‘Declaration of Intention to Opt Out of Statutory Certification’. This declaration is submitted to the Building Control Authority via the Building Control Management System (BCMS) or on the appropriate form. The Building Control (Amendment) No. 2 Regulations 2015 came into operation on 1 September 2015.

The CIF's Building Regulations course is a detailed programme which covers everything about the building regulations, building controls and legislation. The programmes are fully accredited by IOSH and QQI which provide the learner with access to the European Educational framework.

The CIF's Conservation Theory for Heritage Contracting course is delivered in association with the Heritage Council. The course is aimed at providing those involved in heritage projects with up to date information on all heritage related construction processes as well as any pending changes.

Cork Institute of Technology
CIT offer a Building Regulatory Engineering programme. This newly updated course, will cover the recently enacted Building Control Amendment Regulations 2014, together with its associated Code of Practice. Applicants should hold a minimum of an NFQ Level 7 qualification in Civil/Structural Engineering or Architecture or Architectural Technology or in a cognate discipline. All those involved in the construction industry will find this short course useful, particularly those involved in design, detailing, construction overseeing & inspection, and certification of building projects.

Essential Learning Series Roadshow from Kilsaran International
Kilsaran International are taking the hugely successful Essential Learning Series suite of technical seminars to the road with events to be held the Aviva Stadium on September 25th and Fota Island Resort in Cork on October 17th 2018.

These free one day events will appeal to construction professionals who want to gain a clearer understanding of today’s complex construction product standards and specifications. The six modules in the series include ready mix concrete, mortar and render products, SUDs, masonry products, asphalt and aggregates. Each module is designed to bridge the knowledge gap between the interpretation of current industry standards and their implementation on projects, providing up to date information and an insight into future trends.

‘This program will benefit all construction professionals’, says Keith Goodwin, Group Technical Manager with Kilsaran International. ‘It will examine the roles, responsibilities and perspectives of all parties as well as providing an overview of current industry standards, identifying and discussing common queries and issues, and offering practical tips for the correct adherence to current standards, codes of practice and the building regulations’.

Each one day event will be broken into a morning and afternoon session with delegates free to choose whether to attend one session or indeed both sessions to cover all six modules.
